The October 23 notice confirms upload-progress mitigation on all Webspace systems. Self-managed servers need administrator action. The previously listed October 22 patch-completion claim could not be revalidated from the current notice.

Scope: Distinguish the additional October 23 issue from the October 21 fixes; Webspace action does not establish VPS remediation.
